Paxon was lead commercial and financial adviser to the State of New South Wales for the Design, Build, Finance and Operate (DBFO) PPP for the $2 billion 488 bed Northern Beaches Hospital in NSW.

Paxon worked with Health Infrastructure NSW to identify the procurement model that delivered the greatest value for money proposition to the State.

Paxon then further enhanced the commercial model for the hospital, drawing on Paxon’s experience in market precedent public hospital PPPs at the Midland and Joondalup health campuses.

Paxon used learnings from these projects, as well as a unique understanding of the value drivers in public hospital projects, to develop the commercial structure.

Paxon led all commercial and financial aspects from business case, market sounding and procurement through to post commissioning.

Key Outcomes

Northern Beaches Hospital is one of the first fully outsourced (including clinical services) PPPs in Australia to include financing elements and introduce significant private patient components.

As a PPP model, Northern Beaches Hospital provides both public and private health services, the first time this model has been adopted in NSW.
