Paxon acted as financial and commercial adviser to support the development of a delivery model for the renewal of the Bell-Bardia public housing site.
The site forms part of the Big Housing Build (BHB) program, the largest social and affordable housing building program in Victoria’s history. The renewal of Bell-Bardia and Tarakan public housing estates in Heidelberg West will replace old housing and deliver an uplift in housing stock.
Paxon provided advice on commercial structuring and risk, detailed financial and economic modelling and conducted market analysis. This involved the development of several feasibility scenarios, covering different delivery models, staging options, housing typology mixes, and built form outcomes across the site.

The Bell-Bardia, Heidelberg West (Stage 1) project is currently underway and will deliver 104 homes including 53 social homes and 51 affordable homes.
